…can be seen. Two in uniformed and a third in blue. The original video was zoomed about 5x and the audio was amplified 500% during the quite moments to detect barking, which did not occur.
The individual in blue appears to be handing off too uniformed individual on the right some type of paperwork. All appear unconcerned about their safety acting very calm as they set up a kill zone and then shot the pet. OPD allegedly received a call from the SPCA on a report of a dangerous dog at a East Henley Street residence.
The police report would stay that the suspects on scene could not position themselves so as to taser the pet, however they had no problem blasting the poor thing with a gun. The pet appears to be laying on the side walk when shot.
The Cattaraugus County SPCA has a sordid past. It has been called out by local concerned citizens many times. A facebook page dedicated to its contemptuous conduct has even been set up. It called the “Citizens for Cattaraugus County SPCA Reform” and can be found by clicking here.
We had a fellow citizen, Stephen Schindlbeck, who lost his life at the hands of our public servants in the Olean City Jail. He was going to be charged with a two felonies yet he had harmed no one, unlike Catherine Ensell who is a very violent individual and her daddy John always covers up for her. This alleged suicide occurred in the Olean Jail.
WGRZ Channel 2 news even covered it. One thing this county does not like is proper attention by the news media. “OLEAN, NY – There is outrage in Olean, Cattaragus County on the decision police officers took last Friday to fatally shoot a dog. The incident was recorded on cell phone video.”
WGRZ requested to speak to Olean Police, “but the department denied our request. Instead the department, issued a statement on Facebook.”
Because the department hasn’t responded to WGRZ questions, they have filed a Freedom of Information request to get records of dog shootings by Olean police, and the department’s policy on dog encounters and when to use lethal force.
Prior to Mr. Schindlbeck ‘suicide’, he had been sentenced to 1-1/2 years in state jail for allegedly kidnapping a dog from the SPCA. Who gets 1-1/2 years in state prison for ‘kidnapping’ a dog? Do we remember the three suicides in the Cattaraugus County Jail that took place in a period of six months in 2014 and not a word about what became of it? Where is the report on Mr. Schindlbeck? Did that end up down the rabbit hole like the rest?
Under the management at that time (has it changed?), the SPCA of Cattaraugus County has suffered gross negligence with mis-appropriation of funds, animal care neglect, dilapidated shelter conditions, financial distress and improper treatment of employees. A behavior pattern that has been established to have carried on for years.
Where was the criminal investigation? The Grand Jury?

Below is a city counsel meeting in which the concerns were aired. Suicide and a shooting. It appears that nothing has been accomplished… Time to demand justice for Stephen and pets. It is also time to vote them all out…
